The purpose of Phase I under this FOA is to test and validate the scientific or technical merit and feasibility of an approach, not to fully develop or commercialize the product. Applications are expected to concentrate on the research needed to demonstrate feasibility, reduce technical risk, and provide convincing evidence that the underlying concept can work and is worth scaling. In the DOE SBIR/STTR structure, successful completion of Phase I is effectively the gateway to Phase II; DOE treats Phase I success as a prerequisite for additional DOE support.

Eligibility is limited to small businesses as defined in the FOA's eligibility section, and the solicitation specifically encourages firms with strong science or engineering research capabilities to apply. Only companies that receive a Phase I award under this FY2019 Phase I Release 2 FOA are allowed to submit a Phase II application under the corresponding FY2020 Phase II Release 2 FOA. DOE anticipates that around 40 of the Phase I awardees who apply for Phase II will ultimately receive a Phase II award, making Phase I both a funding opportunity and a competitive step toward larger follow-on support.
