The U.S. Embassy in Qatar (Public Affairs Section) is offering a public diplomacy grant opportunity to run a comprehensive sports diplomacy program for underserved youth in Qatar who live outside the capital, Doha. The program must primarily serve participants under 18 years old, and the recipient is expected to reach at least 50 youth through the activities they organize. The overall goal is to use sports as a tool for engagement and skills-building with young people who may have fewer opportunities or less access to organized training and mentorship.

The Embassy is looking for proposals that deliver hands-on sports programming such as clinics that introduce youth to a new sport, beginner-level skills clinics that help participants build competency, and train-the-trainer style sessions that create youth-to-youth mentorship and support local capacity. While applicants can propose different approaches, the strongest proposals will be those that clearly demonstrate practical experience running similar programs and the ability to execute the planned activities effectively. Prior experience working with Qatari audiences is considered a plus, and proposals that incorporate sports popular in the United States and include engagement by U.S. athletes and/or coaches are expected to receive priority consideration.

In terms of who the program should benefit, the Embassy highlights several priority audiences: youth and students in traditionally underserved communities, minority groups, girls, and persons with disabilities. Proposals should show how the program will intentionally include and support these groups, and how activities will be designed to be accessible, inclusive, and appropriate for minors.

The award is funded under the Smith-Mundt authority using FY2021 Public Diplomacy funds. The Embassy anticipates making one award, with a total funding range of $20,000 to $50,000. The performance period cannot exceed 12 months, and the anticipated start date listed is October 1, 2021. The funding instrument may be a Grant or a Fixed Amount Award, and while the initial project period is limited to a year, the Embassy notes it may consider non-competitive continuation funding beyond the initial period if funds remain available, the project is performing well, and continued support is judged to be in the Department of State's interest.

There are also clear restrictions on what will not be funded. Ineligible proposals include partisan political activities; charitable or development work and fundraising campaigns; construction projects; programs supporting specific religious activities; lobbying for legislation or specific programs; scientific research; projects mainly intended to grow the applicant organization itself; projects that duplicate existing programs; and proposals that are primarily about buying equipment and supplies without a substantive programmatic component. Applicants are expected to follow the Embassy's requirements and the detailed guidelines in the Notice of Funding Opportunity (NOFO), because proposals that fail to meet the stated requirements can be deemed ineligible.
