Opportunity Information: Apply for PAS UKRAINE FY22 09

The U.S. Embassy Kyiv, through the U.S. Department of State (EUR Bureau), announced an open grant competition called "Support to Civil Society and Civic Populations of Ukraine in the Time of War" (Funding Opportunity Number: PAS UKRAINE FY22 09). The purpose is to strengthen Ukrainian civil society and increase public engagement during wartime, with a clear focus on helping both newer and more established human rights and civic organizations continue operating despite disruption caused by Russia's war against Ukraine. Proposals may come from any region of Ukraine, but preference is given to organizations that are still working in, or have relocated from, areas that were previously besieged or are under temporary occupation.

Funded projects must fit within the thematic areas set out in the announcement. These include building and sustaining nationwide networks of civil society groups; providing institutional support to small and medium-sized organizations; tracking and documenting war crimes; assisting victims of sexual harassment in Russian-occupied areas; offering employment training in fields where workers are in short supply; improving security and safety for NGOs and civic activists; delivering direct services to war-affected populations (such as shelters, legal help for internally displaced persons, in-country relocation support, services for vulnerable groups, disability support, child-focused programming, and psychological services); and strengthening volunteerism and partnerships that help raise funds and mobilize support for Ukraine. The Embassy also notes it is open to other innovative approaches that address these core problems, and it encourages applicants to use modern communication tools and clearly define who the project is intended to reach.

Applications are expected to be practical and results-focused. Each proposal needs to spell out a specific target audience, set concrete and achievable goals, explain how progress will be measured, and present a realistic activity plan paired with a reasonable budget. Collaboration is strongly encouraged, especially projects that bring together civil society with state and private-sector institutions in ways that improve long-term sustainability after the grant ends. Administrative costs are limited: up to 10 percent of grant funds may be used for the organization’s administrative needs during implementation.

The primary intended participants and beneficiaries include Ukrainian civic activists and initiative groups, human rights defenders, and members of vulnerable communities (explicitly including, but not limited to, women, LGBT people, persons with disabilities, ethnic and religious minorities, and internally displaced persons). Ukrainian state institutions are also named as a key audience, reflecting an interest in coordination and institutional linkages where appropriate.

On funding details, the Embassy anticipated making up to 20 awards depending on proposal quality, with individual award sizes ranging from $50,000 to $250,000. Total funding available was listed as $2,000,000 under FY22/23 AEECA funds. Projects are expected to run between 5 and 12 months, and in all cases must be completed within 12 months or less. The anticipated start date stated in the notice was August 1, 2022. Awards may be issued as either standard grants or fixed-amount awards, and the opportunity is explicitly subject to the availability of funds.

Eligibility is geared toward non-profit applicants, including think tanks and other civil society or non-governmental organizations. Cost sharing is not required. Organizational applicants must have a Unique Entity Identifier and an active registration in SAM.gov, and must also obtain an NCAGE/CAGE code as part of the federal registration process. The notice also emphasizes that entities listed on the SAM Excluded Parties List System are not eligible, and applicants are encouraged to verify that no ineligible entity is involved in the project. A key procedural rule is that each organization may submit only one proposal; submitting more than one makes all submissions from that organization ineligible.

The application package is available via the U.S. Embassy in Ukraine website. Submissions had to be prepared in English (Ukrainian could be included in addition to English), with budgets presented in U.S. dollars, pages numbered, and documents formatted to standard U.S. letter size with specific font and spacing requirements. Required components include the federal forms SF-424 and SF-424A, plus SF-424B in certain cases (notably for organizations not registered in SAM.gov). Applicants also had to include a cover-page style summary sheet and a proposal narrative capped at three pages, addressing the organization’s background, the problem being solved, goals and measurable objectives, activities and methods (including a logic model as appropriate), timeline, staffing plan, partners, monitoring and evaluation approach, and sustainability plans. A separate budget justification narrative is required, along with attachments such as short CVs for key personnel, partner support letters, indirect cost documentation if applicable (NICRA), and any official permission letters needed for planned activities.

Applications were due by June 16, 2022, and had to be submitted by email to KyivDemGrants@state.gov. Finally, the announcement includes an important restriction: funds may not be used for political purposes or for calls to action that contradict the official position of the U.S. Department of State.
